RULES OF PROMOTION OF STUDENTS FOR THE TEST EXAMINATION:-
1. Appearance at the Terminal and Test Examination is compulsory for the students.
2. Any reported case of indiscipline/malpractice at the examination will be decided by the Staff Council on the basis of the merit of the individual case.
3. The Staff Council has the power to alter the rules as and when found it to be necessary.
4. A Student shall not be sent up to fill up of the forms for CHSE/UU Examination for the non-appearance Of Examination in any one of the subjects offered and not having 60% of attendance in each subject.
5. The name of the student shall be struck off from the college for any indiscipline in the college.
PASS MARKS AND DIVISION
a. 30 % marks in each subject in which there is no practical examination.
b. In a subject which has practical examination a student is required to secure 30 % marks in Theory and 40 % in Practical paper.
c. A student is to secure 35 % marks in aggregate in order to pass in +2 Arts or Commerce or Science.
d. A student has to secure 50 % marks in order to get second division and 60 % marks for first division.
24. COUNCIL EXAMINATIONS
1. Eligibility :-
Students registered under the Council are eligible to appear at the Annual Examination in Arts/ Commerce stream. For the purpose of such examination as a regular course of study a candidate should satisfy the council that :-
(i) He/ She has completed not less than two academic sessions after passing the High School Examination conducted by the Board of Secondary Education, Orissa or some other examination recognised by the Council as equivalent there to in one or more affiliated institutions recognised by the Council for the purpose of such examination.
(ii) He/ She has completed one academic year after passing qualifying examination conducted by the C.B.S.E/ I.S.C.E and Board of Secondary Education of other States in India and has been promoted to 2nd Year class on the basis of the examination conducted by the institution in the first year.
2. Restriction :-
(I) No candidates shall be permitted to take up the Second Examination in any subject which he had not offered at the preceding Annual Examination.
(ii) No student shall be allowed to appear at the examination unless he/she is registered.
3. Admission of Ex-Regular Candidates:-
(i) A student who has passed the Higher Secondary Examination will be permitted to appear at the same examination subsequently in any subject in which he has not already passed without attending a regular course of study in an institution.
(ii) A student who takes up a subject in which a practical course is prescribed shall have to produce a certificate from the Head of institution to the effect that he/ she has completed the prescribed practical course in that subject.
4. According to New Course structure there shall be one examination conducted by the Jr. College at the end of the 1st year basing on the curriculum meant for that year and one examination at the end of the 2nd Year to be conducted by the council basing on the curriculum meant for that year alone. The examination at the end of 1st year shall be for 800 marks (including 100marks for Environmental Education & 50 marks for Yoga ) and 50marks of Computer Application and the examination at the end of iind Year shall be for 600 marks. Marks secured in the examination to be conducted at the end of 1st year shall be considered for promotion of students to the IInd year class. But pass certificate will be awarded to the successful candidates basing on the performance in the council examination to be held at the end of II nd year only.
5. These regulations may be called the Orissa Higher Secondary Education Amendment) Regulations, 2007.
They shall come into force on the date for their publication in the Orissa Gazette.
In the Orissa Higher Secondary Education Regulations, 1982( herein after reffered to as the said regulations) in Chapter- VIII, for regulations 115, the following regulations shall be, substituted namely “ 115 Each written paper on every subject in Arts or Commerce, where there is no provision for practical examination shall be three hours duration and shall carry 100 marks. In subjects where there is a provision for practical examination each written paper shall be of the three hours duration and shall carry 70 marks each and the practical examination of three hours duration shall carry 30 marks.
25. UNIVERSITY EXAMINATION
UNIVERSITY EXAMINATIONQUALIFICATION FOR ADMISSION TO THE FIRST,
SECOND AND FINAL EXAMINATIONS:-
1. Any registered student of the University may be admitted into the First Examination if he /she has completed in one or more colleges admitted for the purpose of such examination in the subjects in which he/she offers a regular course of study for not less than one academic year after passing the Higher Secondary Examination conducted by the Council of Higher Secondary Education ,Orissa or any other examination recognized by CHSE, Orissa and Utkal University as equivalent thereto ,provided he is not otherwise ineligible to appear the said examination.
2. Any registered student of the University may be admitted to the Second Examination for the Bachelor’s Degree in Arts/Science/Commerce if he/she has cleared the first examination in the concerned stream or has appeared the said examination and has there after completed a regular course of study for not less than one academic year in the second year course in one or more colleges admitted for the purpose of such examination in the subjects which he/she offers, provided that he/she is not otherwise ineligible for appearing the said examination.
3. Any registered student of the University may be admitted to the Final examination for the Bachelor’s Degree in Arts / Science/Commerce if he/she has cleared the second examination in the concerned stream or has appeared the said examination and has thereafter completed a regular course
of study for not less than one academic year in the third year course in one or more colleges admitted for the purpose of such examination in the subjects which he/she offers, provided that he/she is not otherwise ineligible for appearing the said examination.
4. In order to clear an examination(First/Second/Final)a candidate is required to secure 30% marks in all subjects individually, and 40% in each practical paper.
PASS MARKS AND CLASSIFICATION OF SUCCESSFUL CANDIDATES:-
1. Aggregate marks for passing the degree examination shall be the sum total of the aggregate of First, Second and Final Examination taken together.
2. Class will be awarded on the following basis:
PASS :- A minimum of 30% in each subject and a minimum of 36% of marks in the aggregate.
PASS WITH DISTINCTION:- a minimum of 30% in each subject and a minimum of 50% of marks in the aggregate.
PASS WITHOUT HONOURS:- a minimum of 30% in each subject and a minimum of 36% in aggregate in subjects other than Honours and less than 45% but not less than 36% in Honours subject.
PASS WITHOUT HONOURS AND WITH DISTINCTION:- A minimum of 30% in each subject and a minimum of 36% in aggregate in subjects other than Honours and a minimum of 50% in aggregate for pass and Honours subjects combined.
SECONDS CLASS HONOURS IN ADDITION TO SECOND CLASS WITH DISTINCTION HONOURS:- a minimum of 50% marks secured in subjects other than Honours in first appearance.
FIRST CLASS HONOURS:- A minimum of 30% in each subject and a minimum of 36% in aggregate in subjects other than Honours and a minimum of 60% or more in Honours.
FIRST CLASS HONOURS WITH DISTINCTION: - In addition to First Class Honours a minimum of 50% marks in aggregate in subjects other than Honours in first appearance.
3. In each of the above examination for subjects having practical a candidate, in order to pass, must have secured a minimum of 30% of marks in theory paper(s) taken together in a subject and a minimum of 40% marks in practical paper other than Honours subjects, provided he/she has secured the minimum aggregate marks.
4. In each of the above examinations for subjects having practical, a candidate, in order to secure Honours, must have secured a minimum of 45% of marks in theory paper(s) taken together and a minimum of 45% marks in practical paper (s) taken together in Honours subject.
5. (a) If a candidate is marked absent in any sitting (s) of an examination, such a candidate shall have to reappear in that paper(s) subjects (s)in order that his/her results are declared.
(b) A candidate failing to secure a minimum of 30% in pass subject and/or a minimum of 40% in each practical paper either in the First, Second and Final Examination of this University may be allowed to appear in those subjects is not more than two chances(examinations) immediately following that examination for which he was first registered,to clear the back paper (s)on payment of prescribed fees. However,if a candidate who has not cleared an examination may at his option,appear in all papers of that examination under the following conditions.
(a) Marks secured by the candidate in that examination earlier stands cancelled.
(b) After exercising the option to appear in all papers or an examination,if a candidate fails to clear that examination,he/she will be required to appear in all the papers of that examination in a subsequent chance,within 5 years of first registration to First degree examination.
(c) If a candidate has appeared in back papers in the first chance and in all the papers in the second chance and also has failed,such a candidate can appear at that examination(in all the papers) under new course only within 5years of 1st registration of First degree examination.
(d) If the candidate fails to secure the pass marks in the aggregate (under regulation mentioned in this section point 2) he/she may reappear in one or more subjects/ paper(s) if his choice from either the First ,Second or Final Examination to make up the deficiency.This chance shall be available to a candidate in maximum two subsequent chances(examinations)only following the final examination in which he/she was first registered but within 5 years of 1st registration of First degree examination.
(e) (i) Candidates who have been duly admitted to B.A./B.Com.(Honours)(3years degree course) examination of the Utkal University and have obtained only a Second Class (hons.) or passed without Honours can re-appear at any examination(s) for the (Hons.) paper only of his/her choice to improve their results within two subsequent chances(examinations.),on application submitted through the Principal of a College affiliated to Utkal University in the subject up to the honours level.The higher of the marks in each paper shall be taken into consideration for determining their results and divisions.However ,distinctions if earned by the candidate shall not be effected by improvement ex amination under thisclause.
(ii) Provided that a candidate shall be allowed to improve his performance in theory papers only and only once after passing the B.A./B.Com.(3 years Degree Course) Examination of Utkal University.
(iii) A candidate who wishes to improve performance in Hons. Shall be required to fill in application forms and pay the requisite fees accordingly.
(iv)Collegiate candidates taking this advantage shall be treated as regular candidates and will be examined on the basis of current syllabus.
(v) The expression “subject” shall include all the papers comprised in the subject.
(f) Provided further that in no case a candidate shall be allowed to appear any examination after 5 years of first registration to First University Examination.
MODE OF EXAMINATIONS AND DURATION OF PAPER:-
1. The Examination in Arts/Science/Commerce shall be conducted by means of written papers.
2. There shall be practical examination in all subjects in which it is prescribed in syllabus.
3. The duration of examination for each theory paper carrying 50 marks shall be two hours and for each theory paper carrying 75 or 100 marks; it shall be of 3 Hours. The course contents of the paper shall be designed accordingly by respective Board of Studies.
4. The laboratory notebook of the fieldwork, notebook of each candidate who offers a subject in which there is practical examination, shall be inspected by the Examiners who shall take those into consideration which determines the results of the practical examination Each experiment in every note book shall contain the date of the experiment, signature of the student and the initial of the teacher with date under whom the experiment was performed.
5. The question paper of the University Examination in Arts/Science/Commerce shall contain alternative questions on the courses of study prescribed for the preceding year where such courses of study have since been altered or amended.
